He could of sold his account to someone he personally knows. In my opinion, unless you get proof he sold his account to someone on the server, I don't think anyone can do anything about this. And also, moderators can't ban.
I'm not sure, I just saw "No selling accounts" in the rules & he also said "GG to the person who won my account" in the shoutbox.
Although that's some proof, it's not enough. What if he was just saying that to announce he sold his account. I mean, there's not enough proof for him to get a consequence in my opinion.
