Judging by old IGNs I am guessing he is/was a kitpvp player because his ign two months ago was SK8__8000 when there is a kitpvp player named SK8_8000 that is supporter, Don't know if it's his alt but you should compare ips @surgetheurge
IPs are approximations, Only law enforcement has the proper resources to track it to a specific address or if you are some l33t hax0r with a custom program but even then only law enforcement has appropriate measures to track you down accurately every time and that's by court order
no, if you take the longitude, latitude, and postcode you can look up a longitude and latitude tracker, enter the info, and end up with his address in your hands xD
You do realize that those coordinates aren't exact? IPs are approximations aka they aren't accurate enough to actually tell you their house or location. The closest you will ever get to finding someone by their ip is a general area of the city with a radius of a couple of blocks or more.
