[factions] Splash Potion of brutality

Splash potion of brutality will be a brown potion that when dropped on the floor, all players within 10 blocks of the drop will get wither II and poison II debuff for 1 minute
The person that threw the potion will get str II and speed II for 1 minute.
People that are in the faction of the thrower will not get the debuff.
People that are allied with the thrower will not get the debuff.

 

maybe 1% drop rate from giants, and 50k in store?

I've tried splash potions in PvP, they don't work, unless this is for something else.
