He didn't really do anything. He just said his cousin knows to hit people offline. He did not say something like "I am going to ddos", or "How do you like your routers? I like mine crispy.", he never really did anything. This could all be taken as someones sarcasm over the internet. I would be surprised if this player got punished.

Exactly. He could be referring to himself, I know what you mean by that. Most people that DDoS lie, a lot. Even if he was lying or being honest, he didn't threaten anyone in anyway.
Yeah, but later on in the future he could use his cousin, or himself one. Therfor we need him banned before he can damage anyone on the server.
