I'm pretty sure anyone could just go build a map, and they wouldn't get sued or anything. This is actually quite funny that you bring this up. It was Surges map to begin with, and I honestly don't think that you put a trademark or an LLC on a Minecraft map Lol. Copying people's mapis technicaly copyright infringement, but there isn't a single lawyer that will defend a stupid Minecraft map. Unless there was over $10,000 in danages After all this is a game. Not to mention you need proof that you're the original creator of the map. So its really dumb that someone would sue for copying there map xD
